REGULAR MEETING                              MONDAY                                           APRIL 9, 2012

Mayor Morris Pate called the regular meeting of the Eureka Springs City Council to order at 6 p.m. Monday, April 9, 2012, in the jury room on the second floor of the Western District Carroll County Courthouse.

PRESENT:  Mayor Morris Pate, Aldermen Parker Raphael, Butch Berry, Lany Ballance, City Attorney Tim Weaver, and City Clerk/Treasurer Ann Armstrong
ABSENT:  Dean Kirkpatrick, James DeVito, and Ken Pownall

PLEDGE OF ALLEGIANCE TO THE FLAG:

Mayor Pate led the Pledge of Allegiance to the Flag.

APPROVAL OF THE AGENDA:
Mr. Berry moved to approve the agenda.  Mr. Raphael seconded.  Ms. Ballance moved to postpone New Business items # 1 and 2 until the next meeting.  Mayor Pate noted the presence of two men who had driven from Little Rock and from Fayetteville.  There was no second for the motion.  Mayor Pate addressed the first New Business item and Ms. Ballance moved to postpone until the next meeting.  Mr. Raphael seconded.  Addressing the second New Business item, Ms. Ballance moved to postpone until the next meeting due to the absence of three Council members.  There was no second.    
Mr. Berry called to move New Business item # 2 up before Unfinished Business.  Mr. Raphael seconded.  Mr. Raphael moved to approve the amended agenda.  Mr. Berry seconded.  A voice vote followed.
Motion failed 2/1/0 with Ms. Ballance voting “No.”
Mr. Berry moved to approve the (original) agenda.  Mr. Raphael seconded.  A voice vote followed.
Motion failed 2/1/0 with Ms. Ballance voting “No.”
Mr. Raphael moved to adjourn.  Mr. Berry seconded.  There was no vote.  Ms. Ballance
left the table.

PRESENTATION:
Although the meeting ended, Mr. Dennis Hunt of Stephens, Inc. spoke with the Mayor Pate, Mr. Raphael and Mr. Berry about the potential savings in funding the Series 2007 Sales and Use Tax Bonds with a lower interest rate.
