I.     Consideration of Bids on the Public Works Building, Mr. Murray

SPECIAL CITY COUNCIL MEETING

June 27, 1996, 9 am.

 

Mayor Barbara OHarris called the special council meeting to order on Thursday, June 27, 1996, at 9 a.m. The subject of the meeting is to consider bids on the Public Works Building.

 

PRESENT:

Mayor O’Harris, Aldermen Riker, Rubley, and Jeffrey, and Akierwomen

Seratt and Watson.

 

ALSO PRESENT;

Dan Bennett for the Chronicle, Kirby Murray, Director of Public Works,

Larry Troilett, Architect, Tom Johnson, Architect, Shelton Crow,

Edgewater Construction, David Beauchamp, Don Matt, Don Young and Clerk

Lee.

 

Mayor OHarris announced that Kim Dickens is out of town. She has reviewed the plans and is supportive of the Public Works Building.

 

Consideration of Bids on Public Works Building:

Mr. Murray presented his recommendations to the Council. Mr. Murray passed out work sheets to the Council, explaining his recommendations and listing some cost cuts that they had decided on. Four bids were received. The lowest bidder for the project was Greor Excavating in Green Forest. There was a problem with that company’s license. The company was licensed as a Specialty Contractor. State law states that a Specialty Contractor cannot bid a project as a Prime Contractor, so Greer Excavating was disqualified.

 

The next lowest bidder was Edgewater Construction Co. with bid of $176,655. Mr. Murray said that he had worked with the company to see if the cost couldn’t be cut and they came up with a cost cut of $18,668. One of the ideas was that the Public Works Department could spread the gravel in the parking lot. Mr. Murray passed out a list of cost cuts for the council to consider. He said that this in no way compromises the integrity of the building. This would drop the bid price to $157, 987. The rear deck will be deleted, and a sidewalk will be added on that side of the building after the ground surface has been prepared, and a side door will be put in there. Mr. Murray said that the City could take off another $8500 and not have the basement, but he wouldn’t recommend that. The basement is the size of the upstairs, and it would make a very cheap storage area for $8500.

 

Alderwoman Seratt made the motion to accept the Edgewater Construction Company’s low bid of $157,987. Alderwornan Watson seconded.

 

Mr. Murray said he would need about $10,000 in furnishings which would include another computor. This is separate from the bid.

 

Mr. Tom Johnson said Mr. Greer’s license problem is being taken care of but there is no option except to disqualify the company.

He said that they meet with the bidder that will do the job, and they go over the materials to be used, to be sure that the building will be built with quality materials at the best price.

Alderman Rubley asked why there had been estimate for barriers and fencing when the building yard is already fenced. Mr. Johnson said that it is automaticly included in a bid, and there would be no need for it in this case.

 

Alderman Jeffrey asked how much more expensive is a metal roof than a composition roof. Mr. Crow said that a metal roof is $5500, and a Shingle roof is $2000, however, a metal roof will last many years longer that the composition roof. It is only good for about 20 years, and then it has to be replaced. Mr. Johnson said that the building will be located under pine trees and the metal root will definitely give better service.

 

Mr. Rubley asked to take a quick look at the plans for the exterior of the building. He said that Mr. Murray had made mention of a change of some wood siding instead of metal. That is the soffits at the top. Alderman Rubley said he wanted to be sure that the City isn’t criticized later for having a metal building.

 

Mr. Beauchamp, the City Accountant basicly said that the money for the building would use Up what was left of the waler & sewer bond money and some from the street fund.

He said there will be architect fees, and furniture, etc., and it will run around $178,000.

All the city has spent so far, is some of the architect. Alderwoman Seratt withdrew her motion and Alderwoman Watson withdrew her second. Alderwoman Seratt made a new motion to approve $175,500 for the construction of the new public works building, the money not to exceed this figure.

 

Mr. Beauchamp said the City would have to spend about $45,000 out of street money. The rest would come out of the Water & Sewer Bond money. He said there is about $571,000 in the bond fund. We have about $333,000 and change left to go on the Phase 2 water line. He said the City still has to purchase the back-hoe for about $56,000, the Whitely lift station for About $46,000, and another project for $5000. The Hwy 23 South project is complete, but it went over about $10,000. He said assuming that the other projects stay on line financially, that will leave about $131,000 left for this project, and the rest of the money would come out of the street fund.

 

Alderman Rubley asked when is the absolute last day that the bond money must be spent.

 

Mr. Beauchamp answered that in conversations with Mr. Russell, he said the money has to be committed by the end of June, 1996.

 

Alderman Jeffrey said that we are only voting to accept the bid on the

Edgewater bid.

Alderwoman Seratt withdrew her motion and Alderwoman Watson

withdrew her second.

Alderwoman Seratt made the motion to accept the bid not to exceed

$157,987 from Edgewater Construction. Alderwoman Watson seconded.

By roll call vote, it was approved, 5/0/0.

 

Alderwoman Seratt made the motion to adjourn. Alderwoman Watson seconded. All were in favor. The meeting was adjourned at 9:27 a.m.
