SPECIAL COUNCIL MEETING MINUTES

TUESDAY, AUGUST 6,1996

 

Mayor Barbara A. O’Harris called the Special Council Meeting to order at

7:26 p.m. on August 6th, 1996. The meeting was to ask the City Council

for the authority to apply for a grant from the Economic Development

Administration.

 

PRESENT: Mayor O’Harris, Aldermen Jeffrey, Rubley and Riker, Alderwomen Dickens, Seratt and Watson.

 

ALSO PRESENT: There were several people present, some of which did not

sign in. Alan Epley, Steve Beachum, David Mc Neal, Nancy Clark, Kathy

Fetty, Elizabeth and Wes Huff, Kirby Murray, Bruce Cully, Don Young, Jay

Miner, and Clerk Lee.

 

Mr. Young explained that when the City first investigated applying for some grants for the Wastewater Treatment Plant, he talked to Mike Norton at the Northwest Arkansas Economic Development District and was told that the City wasn’t eligible for any type of grants. We do not have a minority, we don’t have low, moderate income, and we don’t have a blighted or slum area. Other agencies said about the same thing.

 

Mr. Young then contacted Tim Hutchison’s office in reference to getting some legislation changed so that we could participate in the grant programs, and were put in touch with a lady named Miss Ava Lee in the Economic Development Administration, who is an Area Supervisor in Austin, Texas. She said that the City most certainly does qualify for grants.

 

Mr. Young needs official authorization from the Council to proceed with the pre-application and go from there. The City is asking for $3,000,000. Obviously, the City won’t get a grant for that much, but we will try to get some of it. Getting the Council’s approval is part of the requirements that Mr. Young needs to go through to apply.

 

Alderwoman Seratt made the motion to give Mr. Young the authority to proceed. Alderwoman Watson seconded. The Council unanimously approved the action, 6/0/0.
