SPECIAL CITY COUNCIL MEETING                                                                                                                                                         449

FRIDAY, NOVEMBER 6th, 1998

 

Mayor Barbara O’Harris called the meeting to order at 10 a.m., on Friday, November 6th,1 998, in the Council room. The purpose of the meeting was to place the referendum matter of the Carroll-Boone Water District on the ballot for the November 24th, 1998 election.

 

PRESENT:

Mayor O’Harris, Alderpersons Seratt, Jeffrey, Zeller, Freeland, Christman, and Watson.

 

ALSO PRESENT:

Mary Pat Boian, Ginger Shira, Kim Dickens, and Clerk Lee.

 

The Clerk said that the election board had notified her that the date of the election must be included with the Petition, and it would have to be done by ordinance and a vote of the Council. State Law has changed in this matter.

Ordinance No. 1803, AN ORDINANCE CALLING A SPECIAL ELECTION IN THE CITY OF EUREKA SPRINGS, ARKANSAS ON THE QUESTION OF APPROVING A MEMORANDUM OF UNDERSTANDING AND CONTRACT PROVIDING FOR CONSTRUCTION, MAINTENANCE, OPERATION AND EXPANSION OF THE CARROLL-BOONE WATER DISTRICT WATER SUPPLY FACILITIES; AND AUTHORIZING THE EXECUTION AND DELIVERY THEREOF; AND PRESCRIBING OTHER MATTERS PERTAINING THERETO, was presented to the City Council to be read three times, in order to get it to the printer, in time to be printed and delivered to the stations by Monday November 9th, 1998.

 

Alderwoman Seratt made the motion to place Ordinance No. 1803 on its first reading in its entirety. Alderman Jeffrey seconded. All were in favor, 6/0/0.

Ms. Dickens read the ordinance in its entirety.

Alderman Jeffrey made the motion to approve. Alderwoman Seratt seconded. All were in favor, 6/0/0.

 

Alderwoman Seratt made the motion to suspend the rules and place

Ordinance No. 1803 on its second reading by title only. Alderwoman

Watson seconded. All were in favor, 6/0/0.

Ms. Dickens read the ordinance by title only.

Alderwoman Seratt made the motion to approve. Alderman Christman

seconded. All were in favor, 6/0/0.

 

Alderwoman Seratt made the motion to further suspend the rules and place Ordinance No. 1803 on its third and final reading by title only. Alderman Christman seconded. All were in favor, 6/0/0.

Ms. Dickens read the ordinance by title only.

Alderwoman Seratt made the motion to approve. Alderwoman Watson seconded. All were in favor, 6/0/0.

 

Alderwoman Seratt made the motion to read the emergency clause. Alderwoman Watson seconded. All were in favor, 6/0/0.

Ms. Dickens read the emergency clause.

Alderwoman Seratt made the motion to approve. Alderwoman Watson seconded. All were in favor, 6/0/0. Ordinance No. 1803 was passed and became law at the moment of its passing.

 

The motion was made and seconded to adjourn. All were in favor, 6/0/0. The meeting was adjourned at 10:10 a.m.
