JANUARY 28, 1999
Mayor Beau
Satori called the Special City Council Meeting to order at 2 p.m. on Thursday,
January 28, 1999. The meeting was held in the Courtroom of the Western District
Courthouse. The purpose of the meeting was to finish discussion of the 1999
Budget, and vote on Ordinance No. 1806, The Budget Ordinance. The 1999 Budget
must be in place by February 6, 1999 according to State Law.
PRESENT:
Mayor Satori, and Alderpersons Jeffrey, Taylor, Sumpter, Freeland, Stoppel and
Schrader.
ALSO
PRESENT: Alan Long, David Beauchamp, Diane Murphy, Bob McVey, Don Matt, Kim
Dickens and Clerk Lee.

ALLEGIANCE TO THE FLAG:
Ms.
Dickens led in the Pledge of Allegiance to the Flag.
Alderman
Sumpter made the motion to approve the agenda for the meeting. Alderman Stoppel
seconded. All were in favor, 6/0/0.
The Mayor
thanked Mr. Beauchamp for spending the time to get the material all collected
together into one final draft. As requested, the 1999 budget, the 1998 budget,
and the actual expenditures were all collected to give a clear picture to the
Council.
Alderman
Jeffrey made the motion to place Ordinance No. 1806 on its first reading in its
entirety. Alderman Freeland seconded. The vote was 6/0/0. Ms. Dickens read the
ordinance in its entirety.
Alderman
Jeffrey made the motion to approve. Alderman Schrader seconded.
Alderman
Jeffrey suggested that the since Alderman Stoppel should not vote on the
Fire/EMS portion of the budget, and Alderman Fréeland should not vote on the
Auditorium portion of the budget, they should be separated out and not voted on
by the two Aldermen to exonerate them from conflict of interest. Alderman
Jeffrey said that if the two Aldermen voted to abstain from voting on the two
sections of the budget, then they can go ahead and vote on the rest with the
rest of the Council. That part would be set aside.
Alderman
Freeland made the motion to postpone the vote on Ordinance No. 1806, until
later in the meeting . Alderman Schrader seconded, and the

Alderman Freeland made the motion to divide the budget into
two sections, one for Fire/Ems, and
Auditorium items, and the other would be
the rest of the budget, for the purposes of voting. Alderman
Schrader seconded. All were in favor, 6/0/0.
Alderman Jeffrey made the motion to approve the portion of
the budget that deals with Fire/Ems and Auditorium items. Alderman Sumpter
seconded. The roll call vote was 4/0/2, with Aldermen Stoppel and Freeland
abstaining.
Alderman Freeland made the motion to approve the balance of
the budget.
Alderman Stoppel seconded.
There was some more discussion about what has been decided,
and items
that should come up in the adjustments that are
traditionally done in July.
The roll call vote on the budget was 6/0/0.
The motion was made by Alderman Jeffrey to re-visit
Ordinance No. 1806 on its first reading. Alderman Stoppel seconded.
Alderman Schrader explained why he could not support the
budget as it stands. He felt that the Parks should have gotten more money than
was allotted, and that the tax money that was voted in was never intended to
take the place of the money the City gave The Parks and Recreation Commission.
By roll call, the vote on the first reading was 5/1/0, with
Alderman Schrader voting no.
Alderman Freeland made the motion to suspend the rules and
place Ordinance No. 1806 on its second reading by title only. Alderman Stoppel
seconded. By roll call, the vote was 6/0/0.
Ms. Dickens read the ordinance by title only.
Alderman Jeffrey made the motion to approve. Alderman
Freeland seconded. By roll call, the vote was 5/1/0, with Alderman Schrader
voting no.
Alderpersons Taylor and Schrader stated that they ordinarily
do not believe in emergency clauses, but they understand, under the
circumstances why one is needed for this ordinance. Alderman Jeffrey said that
he was glad that the new council people could see that emergency clauses are
necessary under some circumstances.
Alderman Jeffrey made the motion to suspend the rules and
place Ordinance No. 1806 on its third and final reading by title only. Alderman
Stoppel seconded. All were in favor, 6/0/0.
Ms. Dickens read the ordinance by title only.
Alderman Jeffrey made the motion to approve. Alderwoman
Taylor seconded. The roll call vote was 5/1/0, with Alderman Schrader voting
no.
Alderman Jeffrey made the motion to read the emergency
clause.
Alderwoman Taylor seconded. All were in favor, by roll call,
6/0/0. H
Ms. Dickens read the emergency clause.
Alderman Stoppel made the motion to approve. Alderman
Jeffrey
seconded. By roll call, all were in favor, 6/0/0.
Mayor Satori thanked the Council for the 25 hours of time
that they used
to hammer out an acceptable budget.
