COUNCIL MEETING MINUTES
SEPTEMBER 16th, 2002
Mayor Beau Satori called the September 16th,
2002, meeting to order at 7 p.m. in the jury room of the Western District
Courthouse.
PRESENT: Mayor Satori
and Aldermen Simon, Sumpter, Harrison, DeVito, Money and Dozier were present.
ALSO PRESENT: Mary Jean Sell, Bill King, Eric Scheunemann,
Don Underwood, Jon Seaman, Kim Dickens, and Mary Ann Lee.
PLEDGE OF ALLEGIANCE: Mayor Satori led in the Pledge of
Allegiance.
APPROVAL OF AGENDA:
Mr. Sumpter made the motion to postpone the reading of
Ordinance No. 1901 until the October 7th, 2002, meeting. Mr. Simon seconded. All were in favor, 6/0/0.
Ms. Harrison made the motion to put discussion of a deputy
building inspector on the agenda under Old Business. Ms. Money seconded. No vote.
Mr. Sumpter made the motion to approve the agenda as
amended. Ms. Harrison seconded. The vote was 6/0/0.
APPROVAL OF THE MINUTES:
Mr. Sumpter made the motion to approve the minutes of August
19th, 2002.
Mr. Simon seconded.
The amendments were noted. All
were in favor, 6/0/0.
COMMISSION, COMMITTEE, AND AUTHORITY REPORTS AND VACANCIES:
Mayor Satori nominated Eric Scheunemann for Postion 4 on the
Planning Commission, which expires July 1, 2003. He passed out a resume’ for Mr. Scheunemann.
ADMINISTRATIVE ASSISTANT’S REPORT:
Ms. Dickens reported on serious problems with the wastewater
treatment plant. She said she would have
information on what needs to be done and what it will cost the City at the
October 7th, 2002, council meeting.
UNFINISHED BUSINESS:
Discussion
of Don Underwood’s need for a Deputy Building Inspector:
Mayor Satori went through the list of all the reasons that
the Building Inspector needs help. He
said an inspection takes 45 minutes to an hour.
There are stacks of forms on Mr. Underwood’s desk that need to be
finished and taken care of. He has many
phone calls. He’s had 41 requests for
Certificates of Occupancy. He has to
look up the answers to many of the calls he receives. He has to spend two or three hours per day in
the office.
Mr. DeVito said it was no wonder that Mr. Underwood was so
far behind, since he couldn’t work for such a long time. He said he still didn’t have a job
description for the deputy position. He
said the City could still use Berryville’s inspector or the one from Holiday
Island.
Ms. Dickens said that neither could help us. Berryville’s inspector will not come over
here anymore. The inspector from Holiday
Island is busy with his own work.
Mr. Dozier said a Certified Inspector doesn’t have to stop
and look up the answers to questions. He
knows the answers, for the most part.
Also, he said, when Wilbur worked with Marvin Hawkins, he left because
basically, there was not enough work to keep them both busy.
Mr. DiVito made the motion to have the Mayor hire a deputy
building inspector for 20 hours a week, for three months. The cost was not to exceed
$7500. Ms. Money
seconded. The vote was 5/1/0, with Mr.
Dozier voting no.
NEW BUSINESS:
Discussion regarding Ordinance No. 1900, an ordinance regulating the use of the bow and arrow within the City Limits, and prescribing a one time deer harvesting season pursuant to regulations promulgated by the Arkansas Fish and Game Commission:
Mr. Sumpter made the motion to place Ordinance No. 1900 on its first reading in its entirety. Mr. DeVito seconded. All were in favor, 6/0/0.
Ms. Dickens read the ordinance in its entirety.
Mr. Sumpter made the motion to approve. Mr. DeVito seconded. All were in favor, 6/0/0.
Mr. DeVito made the motion to suspend the rules and place
Ordinance No. 1900 on its second reading by title only. Mr. Sumpter seconded. All were in favor, 6/0/0.
Ms. Dickens read the ordinance by title only.
Mr. Sumpter made the motion to approve. Mr. DeVito seconded. All were in favor, 6/0/0.
Mr. DeVito made the motion to further suspend the rules and
place Ordinance No. 1900 on its third and final reading by title only. Mr. Sumpter seconded. All were in favor, 6/0/0.
Mr. Dickens read the ordinance by title only.
Mr. Sumpter made the motion to approve. Mr. DeVito seconded. All were in favor, 6/0/0.
Discussion
regarding Resolution 491, a resolution to refer Ordinance No. 1900 to the
voters for approval or rejection at the special election to be held November 5th,
2002:
Mr. Sumpter made the motion to read Resolution No. 492. Ms. Harrison seconded. All were in favor, 6/0/0.
Ms. Dickens read the resolution in its entirety.
Mr. Sumpter made the motion to approve. Mr. DeVito seconded. All were in favor, 6/0/0.
CITY COUNCIL COMMENTS:

MAYOR’S COMMENTS:
None.
Mr. Sumpter made the motion to adjourn. Mr. DeVito seconded. All were in favor, 6/0/0. The meeting was adjourned at 7:45 p.m.
