COUNCIL MEETING MINUTES
NOVEMBER 18TH, 2002
Mayor Beau Satori called the November 18th, 2002,
meeting to order at 7 p.m. in the jury room of the Western District Courthouse.
PRESENT: Mayor Satori
and Aldermen Simon, Sumpter, Harrison, and DeVito. Aldermen Money and Dozier
were absent.
ALSO PRESENT: Mary Jean Sell, Bill King, Susan Lourne,
Lindy, Don Matt Kim Dickens, and Mary
Ann Lee.
PLEDGE OF ALLEGIANCE: Mayor Satori led in the Pledge of
Allegiance.
APPROVAL OF AGENDA:
Mr. Simon asked to postpone the final reading of 1895 until
the December 2nd, 2002, meeting.
Ms. Harrison said she thought the Council should read that ordinance
over carefully, because she had some questions and so did others.
Mr. Sumpter made the motion to approve the agenda as
amended. Mr. DeVito seconded. All were in favor, 4/0/0.
APPROVAL OF THE MINUTES:
The minutes were postponed until the December 2nd,
2002, meeting.
COMMISSION,COMMITTEE, AUTHORITY REPORTS AND VACANCIES:
No recommendations.
ADMINISTRATIVE ASSISTANT’S REPORT:
Ms. Dickens reported that the storage building is almost
finished.
The time has been extended to the end of December to finish
the Planer Hill Sidewalk.
The final phase of North Main St. will be from Flint Street
to Mill Hollow road, and will be starting soon.
A budget workshop will need to be set, hopefully the week of
December 8th, 2002. The newly
elected council members and Mayor should be there.
Municipal League Conference for newly elected officials
falls on December 15th through December 17th, 2002. There is money for those who wish to attend.
Please, the outgoing council members, remember to bring in
your Municipal Code Books.
UNFINISHED BUSINESS:
Discussion regarding Ordinance No. 1894, and ordinance amending in its entirety, Chapter 110 of the Municipal Code pertaining to utilities, (third reading):
Mr. Sumpter made the motion to suspend the rules and place Ordinance No. 1894 on its third reading by title only. Ms. Harrison seconded. All were in favor, 4/0/0.

NEW BUSINESS:
Discussion regarding Ordinance No. 1908, an ordinance levying a tax on all real and personal property in the City of Eureka Springs, Arkansas,

Mr. Simon made the motion to place Ordinance No. 1908 on its first reading in its entirety. Mr. Sumpter seconded. All were in favor, 4/0/0.
Ms. Dickens read the ordinance in its entirety.

Discussion regarding Ordinance No. 1906, an ordinance for the levy of a one-quarter (1/4) of one percent sales and use tax, for a period of five years (5) within the City of Eureka Springs, Arkansas to be used for Park and Recreation purposes. (All readings):
Mr. Sumpter made the motion to place Ordinance No. 1906 on its first reading in its entirety. Mr. Simon seconded. All were in favor, 4/0/0.

CITY COUNCIL COMMENTS:
Mr. Sumpter reminded the citizens that the first Eureka
Springs Policeman’s Ball will be held at the Inn of the Ozarks Convention
Center. Dinner tickets are $30.00. Dinner starts at 6 p.m. Dance tickets are $30.00. The dance starts at 9 p.m. For reservations call 479-253-7788.
Kelly Simon resigned from the CAPC. He nominated Gail Money to fill in the one
month left. Mr. Sumpter seconded. All were in favor, 4/0/0.
Mr. Simon also reminded people that his council seat will
need to be filled, and to bring in resumes.
He is from Ward 1.
MAYOR’S COMMENTS:
Mayor Satori reminded everyone to vote on November 26th,
2002.
He told everyone there would be a meteorite shower at 10:30
p.m., but it would be at its peak from 4 to 4:30 a.m. tomorrow.
Mr. Simon made the motion to adjourn. Mr. Sumpter seconded. All were in favor, 6/0/0. The meeting was adjourned at 7:45 p.m.
