Mayor Kathy Harrison called the special City Council meeting to order at 7 p.m. Monday, Aug. 1, in the jury room of the Western District Carroll County Courthouse.
PRESENT: Mayor Kathy Harrison, Aldermen Robert “Butch” Berry, Beverly Blankenship, Aaron Falotico, Rick Rojek, Terry McClung, Lori Weaver and City Clerk-Treasurer Mary Jean Sell.
The purpose of the meeting was to consider the second and third readings of Ordinance 1998 waiving the bidding requirements to purchase a mobile fire safety unit.
Mr. McClung moved to read Ordinance 1998. Mr. Rojek seconded. All voted aye. Motion passed 6/0/0
Mayor Harrison read the ordinance aloud.
Mr. McClung moved to approve Ordinance 1998 on its second reading. Mr. Rojek seconded.
Mayor Harrison explained the Fire Department has received a 90/10 matching funds grant from FEMA (Federal Emergency Management Agency) to purchase the $36,083 unit. The City would put down $1,000 when the unit is ordered and pay the remaining $2,608.30 when the unit is delivered in approximately 11 months.
Mr. Falotico said he didn’t think the City could afford to maintain the unit and a vehicle to pull it. He does not think it is a good investment.
Mayor Harrison said the Fire Department is planning to use an ambulance recently retired from service to pull the unit.
Mr. McClung said the ambulance “box” would be removed from the chassis and the frame re-fitted with a bed, a large toolbox and other equipment to make the vehicle usable at fire scenes as well as to pull the education unit.
Mr. Berry said he had gone to the internet and found four companies who make similar units, several much cheaper than the one proposed.
Mr. Falotico said the Green Forest Fire Department has a similar unit and it would be more economically feasible to borrow that unit from time to time.
Mr. Falotico moved to table the vote on the motion until the regular meeting Aug. 8. Mr. Berry seconded. All voted aye. Motion passed 6/0/0
