CITY COUNCIL
Mayor Dani Wilson called the special meeting of the Eureka Springs City Council to order at 4 p.m. Monday, June 11, 2007, in the jury room on the second floor of the Western District Carroll County Courthouse. The special meeting was called by Aldermen Charlotte Buchanan, Kathy Harrison and Eric Scheunemann.
PRESENT: Mayor Dani D. Wilson, Aldermen Patrick Brammer, Charlotte Buchanan, Rae Hahn, Kathy Harrison, Eric Scheunemann, Joyce Zeller, City Attorney Tim Weaver, Public Works Director Jay Wilson, Finance Director Yvonne Kline, Dennis Hunt of Stephens Inc. of Fayetteville, representatives of the Northwest Arkansas Morning News, Patriots’ Herald newspapers and City Clerk-Treasurer Mary Jean Sell.
The
purpose of the meeting: Review the Financing of the Sewer Plant.
Ms. Hahn moved to discuss the waste water treatment plant situation. Mr. Brammer seconded.
Ms. Hahn said she commended Ms. Buchanan and Mr. Scheunemann for not voting during the special meeting of Thursday, June 7, so they could research the issues. She asked if bond issue work is open for bid.
Mr. Hunt said the city could request proposals from companies handling bond work or could take proposals on the individual bond issues. He said this new issue reduces the annual rate of payment with no requirement for additional revenues to secure the bond issue.
After discussion, Mr. Brammer moved to place Ordinance 2054: AN ORDINANCE CALLING FOR A SPECIAL ELECTION IN THE CITY OF EUREKA SPRINGS, ARKANSAS, ON THE QUESTION OF ISSUING BONDS UNDER AMENDMENT NO. 62 TO THE CONSTITUTION OF THE STATE OF ARKANSAS FOR THE PURPOSE OF REFUNDING THE CITY'S SALES AND USE TAX REFUNDING BONDS, SERIES 1998, REFUNDING THE CITY'S SALES AND USE TAX REFUNDING AND IMPROVEMENT BONES, SERIES 2002 AND FINANCING ALL OR A PORTION OF THE COST OF SEWER IMPROVEMENTS; PRESCEIBING OTHER MATTERS PERTAINING THERETO; AND DECLARING AN EMERGENCY on its first reading. Ms. Zeller seconded. All voted aye.
Ms. Sell read Ordinance 2054 aloud.
Mr. Brammer moved to approve Ordinance 2054 on its first reading. Ms. Zeller seconded. By roll call, all voted aye. Motion passed 6/0/0
Mr. Brammer moved to suspend the rules and place Ordinance 2054 on its second reading by title only. Ms. Zeller seconded. By roll call, five voted aye. Ms. Harrison voted no.
