CITY COUNCIL
SPECIAL MEETING THURSDAY JAN. 31, 2008
Mayor Dani Joy called the special meeting of the Eureka Springs City Council to order at 3 p.m. Thursday, Jan. 31, 2008, in the jury room on the second floor of the Western District Carroll County Courthouse.
PRESENT: Mayor Dani D. Joy, Aldermen Patrick Brammer, Rae Hahn, Kathy Harrison, Eric Scheunemann, Joyce Zeller, City Attorney Tim Weaver, Finance Director Yvonne Kline, Police Chief Earl Hyatt, Fire Chief Eddie Davis, Transit Director Lamont Richie, Parks Director Bruce Levine, Public Works Interim Directors Steve Gordon and Amy Williams, Building Official Marion Chrysler, Planning Commissioner Ken Pownall, Detective Morris Pate, Reporter Don Lee of the Lovely County Citizen/Carroll County Newspapers, several city employees and City Clerk-Treasurer Mary Jean Sell CMC. There is one vacancy on the Council.
The purpose of the meeting
is to approve the 2008 city budget.
There was almost an hour’s discussion of the budget account totals to finalize the amounts.
Mr. Brammer moved to take a short break at 5:30 p.m. Mr. Scheunemann seconded. All voted aye. Motion passed 5/0/0 Meeting resumed at 4:05 p.m.
Ms. Hahn moved to place Ordinance 2077, the 2008 City Budget, on its first reading. Ms. Harrison seconded. All voted aye. Motion passed 5/0/0
Mayor Joy read Ordinance 2077 aloud.
Mr. Brammer moved to approve Ordinance 2077 on its first reading. Ms. Zeller seconded.
Ms. Harrison noted a different amount in appropriations account 12 Capital Fund—the $451,942 should be $443,924. Mr. Brammer moved to amend Ordinance 2077 to reflect the change in the category total. Mr. Scheunemann seconded. All voted aye. Motion passed 5/0/0
On the motion to approve Ordinance 2077 as amended on its first reading, all voted aye. Motion passed 5/0/0
Mr. Brammer moved to suspend the rules and place Ordinance 2077 on its second reading by title only. Mr. Scheunemann seconded. By roll call, all voted aye. Motion passed 5/0/0
Mayor Joy read the title of Ordinance 2077 aloud.
Mr. Brammer moved to approve the second reading of Ordinance 2077 by title only. Mr. Scheunemann seconded. All voted aye. Motion passed 5/0/0
Mr. Brammer moved to suspend the rules and place Ordinance 2077 on its third reading by title only. Mr. Scheunemann seconded. By roll call, all voted aye. Motion passed 5/0/0
Mayor Joy read the title of Ordinance 2077 aloud.
Mr. Brammer moved to approve the second reading of Ordinance 2077 by title. Mr. Scheunemann seconded. All voted aye. Motion passed 5/0/0
Mr. Brammer moved to read the emergency clause. Mr. Scheunemann seconded. By roll call, all voted aye. Motion passed 5/0/0
