Mayor Dani Joy called the special meeting of the Eureka Springs City Council to order at 5 p.m. Monday, May 18, 2009, in the jury room on the second floor of the Western District Carroll County Courthouse.
PRESENT: Mayor Dani D. Joy, Aldermen Robert “Butch” Berry, Beverly Blankenship, Patrick Brammer, James DeVito, Joyce Zeller, City Attorney Tim Weaver and City Clerk-Treasurer Mary Jean Sell CMC. Alderman Rob Wagner was absent.
The purpose of the meeting was to consider an
ordinance amending the noise ordinance, Chapter 7.16 of the Municipal Code of
Eureka Springs.
Mr. Brammer moved to give the ordinance a number (2104) and to place it on its first reading. Mr. DeVito seconded. All voted aye. Motion passed 5/0/0
Ms. Sell read Ordinance 2104 aloud.
Mr. Brammer moved to approve Ordinance 2104 on its first reading. Mr. DeVito seconded. By roll call, all voted aye. Motion passed 5/0/0
Mr. Brammer moved to suspend the rules and place Ordinance 2104 on its second reading by title only. Mr. Berry seconded. By roll call, all voted aye. Motion passed 5/0/0
Ms. Sell read the title of Ordinance 2104 aloud.
Ms. Blankenship moved to amend Ordinance 2104 Section 2 adding “or” before special events; Section 4 adding “E” after 7.16.07. Mr. Berry seconded. All voted aye. Motion passed 5/0/0
Mr. Brammer moved to approve the second reading of Ordinance 2104 as amended by title only. Mr. DeVito seconded. All voted aye. Motion passed 5/0/0
Mr. Brammer moved to suspend the rules and place Ordinance 2104 on its third reading by title only. Mr. Berry seconded. By roll call, all voted aye. Motion passed 5/0/0
Ms. Sell read the title of Ordinance 2104 aloud.
Mr. Brammer moved to approve the third reading of Ordinance 2104 by title only. Mr. DeVito seconded. All voted aye. Motion passed 5/0/0
Mr. Brammer moved to read the emergency clause. Mr. DeVito seconded. All voted aye. Motion passed 5/0/0
Ms. Sell read the emergency clause aloud.
