CITY COUNCIL
Mayor Dani Joy called the special meeting of the Eureka Springs City Council to order at 1:05 p.m. Wednesday, July 1, 2009, in the jury room on the second floor of the Western District Carroll County Courthouse.
PRESENT: Mayor Dani D. Joy, Aldermen Robert “Butch” Berry, Beverly Blankenship, Patrick Brammer, James DeVito, Joyce Zeller, City Attorney Tim Weaver, and City Clerk-Treasurer Mary Jean Sell CMC. Alderman Rob Wagner was absent.
The
purpose of the meeting is to discuss purchase of parking meters instead of
repairing or upgrading parking lot pay stations.
Police Chief Earl Hyatt said the two digital pay stations in the parking lot behind the courthouse and the first lot north of the City Auditorium have failed mechanically, and because of their age, cannot be repaired.
He has determined that he needs a total of 41 double-headed, coin-operated parking meters and three single headed meters, plus the support posts. He estimated the cost at not more than $30,000. He said it would take four to six weeks to get the equipment delivered once it has been ordered.
He said he did not search for bids on the meters because he has been dealing with POM Inc. of Russellville, AR, and the city already has several of POM’s meters in place.
Mr. DeVito moved to authorize the Police Chief to purchase 41 double-headed meters and three single headed meters from POM plus pipe for support posts. Mr. Brammer seconded.
During discussion, Mr. DeVito withdrew his motion. Mr. Brammer withdrew his second.
Mr. DeVito moved to allow up to $30,000 from the capital reserve fund to be spent for parking meters. Mr. Brammer seconded. All voted aye. Motion passed 5/0/0
In additional discussion, Mr. Weaver said an ordinance would need to be approved to waive the taking of bids for the equipment.
Mr. Brammer moved at 1:30 p.m. for a recess so an ordinance could be prepared. Ms. Zeller seconded. All voted aye. Motion passed 5/0/0 The meeting reconvened at 1:47 p.m.
Mr. Brammer moved to place Ordinance 2106, waiving bidding for parking meters, on its first reading. Mr. DeVito seconded. All voted aye. Motion passed 5/0/0
Ms. Sell read Ordinance 2106 aloud.
Mr. Brammer moved to approve Ordinance 2106 on its first reading, Mr. DeVito seconded. By roll call, all voted aye. Motion passed 5/0/0
Mr. Brammer moved to suspend the rules and place Ordinance 2106 on its second reading by title only. DeVito seconded. By roll call, all voted aye. Motion passed 5/0/0
