Job Description

 

Job Title:  Executive Director

 

SUMMARY

The incumbent works to establish goals for CAPC and is responsible for the oversight of the Commission’s operations.  Provides oversight of the operation of the City Auditorium.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

 

Supervise the collection of the Advertising & Promotion sales taxes.  Serve as the Commission’s legal representative for purposes of enforcement.

 

Prepare the CAPC budget and supervise the collections and disbursement of funds as directed by the CAPC.

 

Initiate and supervise the development of the CAPC’s annual marketing plan and approve necessary adjustments.

 

Approve the copy, layout, design, photography and placement of advertisements and all internet presence on behalf of the CAPC within its annual advertising budget.

 

Serve as the CAPC’s liaison with other organizations.

 

Oversight of the operation of special events funded or directed by the CAPC.

 

Act as liaison between the CAPC and other organizations in promoting special events not funded by the CAPC.

 

Arranges, participates in, and implements, as required, conferences and meetings of the CAPC and its committees, and provide appropriate notification to the press and commissioners of meetings.

 

Establishes procedures that implement operational and/or fiscal policies.

 

Interprets policies and procedures as established by the City Advertising and Promotion Commission.

 

Oversee the drafting of financial, statistical, narrative and/or other reports as requested.

 

Independently composes reports, media buys, and correspondence containing decisions that tend to establish precedents and which may commit a Department, director or superior to a course of action.

Signs on behalf of CAPC, as delegated, his or her name to correspondence, requisitions vouchers, and other forms of consequence.

 

Responsible for oversight of the operation of the City Auditorium and Festival Office.

 

Pursues continuing education opportunities as offered by professional travel/tourism organizations, i.e. Internal Association of Convention and Visitor Bureaus.

 

Coordinates marketing efforts on behalf of Eureka Springs with the State of Arkansas and other organizations.

 

Responsible for funds and/or equipment valued at approximately $2 MM.

 

SUPERVISORY RESPONSIBLITIES

Supervises CAPC employees in the city.  Carries out supervisory responsibilities in accordance with the city’s policies and applicable laws.  Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaint and resolving problems.

 

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor’s degree (B.A.) or equivalent from four-year college or university; six years related experience and/or training; or equivalent combination of education and experience and five years management experience.

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents.  Ability to respond effectively to the most sensitive inquiries or complaints.  Ability to write speeches and articles using original or innovative techniques or style.  Ability to make effective and

persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.  Ability to apply concepts of basic algebra and geometry.

 

 

 

 

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

None.

 

INTERNAL AND EXTERNAL COMMUNICATION

Frequent and extensive contacts with all departments of the city.  Regular contacts with outside representatives, the general public and professional service providers.

 

USE OF EQUIPMENT AND/OR COMPUTERS

Must be able to operate the following equipment:  automobile, computer, VCR, tape recorder, PDA, printer and phone system.
