ORDINANCE NO. 2032
AN ORDINANCE AMENDING THE ADOPTED 2006 ANNUAL BUDGETS
FOR THE CITY OF EUREKA SPRINGS, ARKANSAS, AS A RESULT OF THE YEAR-END BUDGET
REVIEW PROCESS; DECLARING AN EMERGENCY TO EXIST
Whereas, the City Council of the
City of Eureka Springs, Arkansas has made a comprehensive study of the current
budget: and
Whereas, in the opinion of the
City Council, the 2006 Fiscal Budget should be amended to reflect the following
changes to Expenditure budgetary amounts:

NOW
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EUREKA SPRINGS,
ARKANSAS, THAT:
Section 1. This ordinance shall be known as the 2006 Year-End Budget Amendment Ordinance for the City of Eureka Springs, Arkansas, for the twelve-month period beginning January1,2006 and ending December 31, 2006. All revenues and appropriations are based on estimated revenues; and all estimates are subject to change during the budgetary period.
Section 2. The amounts for Expenditures proposed in this 2006 Year-End Amended Budget are hereby appropriated for the purpose set forth the calendar year ending December 31, 2006.
The Amendments are as follows:
General Fund
Dept. 10 Mayors Office
01-10-5572 Professional Services Other increased $10,000.
Dept 12 Police Department
01-12-5511 Maintenance Building increased $4,100.
01-12-5512 Maintenance Equipment increased $1,600.
01-12-5513 Maintenance/Operation Vehicles increased $4,000.
01-12-5550 Telephone increased $1,100.
01-12-5560 Utilities increased $1,500.
01-12-5572 Professional Services Other increased $1,250.
Dept 14 Fire & EMS
01-14-5513 Maintenance/Operation Vehicles increased $5,000.
01-14-5572 Professional Services Other increased $3,000.
This is a total increase in expenditures of $31,550.00
Section 3. Because we believe the revenues for 2006 will exceed the expenditures for the same fiscal year, we are also making the following amendments:
$40,000. will be put into a new account, Carroll County Solid Waste Deferment Fund, to be used to offset future rate increases, of garbage pick-up, to the citizens of Eureka Springs; and
All additional revenue, above expenses, will be put into the Depreciation Fund.
Section 4. Upon passage of this Ordinance, all changes will be entered into the Main Street Accounting Program and General Ledger, reflecting all amendments of the 2006 Budget and said changes will be attached to and part of the permanent record of this 2006 Year-End Budget Ordinance.
Section 5. Repeal Clause: All Ordinances, Resolutions, and parts thereof, in conflict herewith are hereby repealed to the extent of such conflict.
Section 6. Emergency Clause: Since planned, approved budgets are necessary for the efficient operations of Municipal Government; and since approval of the 2006 Year-End Budget Ordinance is necessary to appropriate funds for the legal defense of the City an emergency is declared to exist; Legal defense is necessary for the preservation of public peace, health and safety and continuance of public services, this Ordinance shall take effect and be in force from and after its passage and approval.
